Steve Purcell’s emacs
config file is not meant to be a “starter” file, but
is famous in the community. Purcell does not maintain it as a starter file,
but only for his own purposes. He knows that it is forked and circulated, and
so allows it to be used for educational purposes I suppose. He is a (the?)
maintainer of MELPA, and has written and reviewed a lot of elisp code.
